Sunset review of anti-dumping duties on unframed glass mirrors

08 Dec 2023

The Minister of Trade, Industry and Competition approved the recommendation by the International Trade Administration Commission (“ITAC” or “the Commission”) contained in Report 705, to maintain the anti-dumping duties on unframed glass mirrors (“the subject product”) originating in or imported from the Republic of Indonesia.

On 25 June 2020, the Commission notified interested parties that unless a substantiated request is made indicating that the expiry of the anti-dumping duty on imports of the subject product originating in or imported from Indonesia would likely lead to the continuation or recurrence of dumping and injury, the anti-dumping duty on the subject product originating in or imported from the Republic of Indonesia would expire on the five-year expiry date of the duty.

PFG Building Glass, a division of PG Group (Pty) Ltd (“the Applicant”) submitted an application to the Commission on behalf of the South African Customs Union (“SACU”) industry.

Upon initiation of the investigation, the known manufacturers/exporters of the subject product in the Republic of Indonesia were sent questionnaires to complete. Importers of the subject product were also sent questionnaires to complete.

Comments were received from one importer and two exporters. Further comments were also received from the Indonesia Glass Association and the Ministry of Trade of the Republic of Indonesia, which were taken into consideration by the Commission.

As there were no imports of the subject product from the Republic of Indonesia during the period of investigation, the Commission decided not to recommend an increase in the anti-dumping duty, but to recommend to the Minister of Trade, Industry and Competition that the current anti-dumping duty on the subject product originating in or imported from the Republic of Indonesia be maintained.

This recommendation was accepted by the Minister and a notice to give effect to this decision, has been published in the Government Gazette.

The Commission’s detailed reasons for its recommendation are set out in Report No. 705 (Final determination report) below:
