ITAC imposes definitive duties on structural steel products from China and Thailand

ArcelorMittal Rails and Structures Ltd (Pty) made an application to ITAC, alleging that U, I and H sections of iron or non-alloy steel (structural steel) imported from China and Thailand were being imported into Southern African Customs Union (SACU) at dumped prices. The company is the only manufacturer of the subject product in the SACU industry.

Structural steel is used in intermediary products in the fabrication, construction, and mining industries. They are also utilised in rail, renewable energy, infrastructure development and general engineering sectors.

After considering all responses and comments received from the interested parties, the Commission issued essential facts letters indicating that it was considering making a final determination that the subject product was being imported into the SACU market at dumped prices, thereby causing material injury and that there is a causal link between the dumping of the subject product and the material injury suffered by the SACU industry.

Consequently, the Commission has requested the Commissioner of the South African Revenue Service (SARS) to impose definitive duties on imports from PRC and Thailand classifiable under tariff subheadings 7216.31, 7216.32, and 7216.33 and 7216.40. These definitive anti-dumping duties were implemented by SARS on 19 March 2026.
