ITAC conducted a sunset review investigation of the anti-dumping duties on gypsum plasterboard originating in or imported from the Republic of Indonesia and the Kingdom of Thailand. This followed an application by Saint-Gobain Construction Products South Africa (Pty) Ltd, being the major producer of the subject product and supported by Etex South Africa Building System (Pty) Ltd.
Gypsum plasterboard is used as a basic input for further processing and installation into fire-rated, moisture-resistant and acoustic wall and ceiling systems for use in the residential, commercial, institutional and industrial construction sectors.
After considering all the information before it, the Commission made a final determination that the expiry of the anti-dumping duties on gypsum plasterboard, imported from Thailand and Indonesia would likely lead to the recurrence of dumping and material injury to the Southern African Customs Union (SACU) industry.
The Commission therefore decided to recommend to the Minister of Trade, Industry and Competition that the existing anti-dumping duties of 45% on gypsum plasterboard imported from Thailand and 34.6% on gypsum plasterboard imported from Indonesia (excluding that manufactured by PT Siam-Indo Gypsum Industry) be maintained.
Full details of the final determinations and recommendations are on Report 775.
