PFG Building Glass (Pty) Ltd made an application to ITAC, alleging that dumping of clear float glass imported from Tanzania was taking place. The company is the only manufacturer of the subject product in the Southern African Customs Union (SACU) industry.
Clear float glass is sold in its existing form to glass merchants for general end use applications, such as residential glazing, architectural glazing, picture framing and furniture manufacturing. Its toughened form is also used in the automotive, building, industrial and furniture markets.
After considering comments and responses from interested parties, The Commission made a preliminary finding that there was sufficient information to indicate that dumping of clear float glass is indeed taking place, and that the SACU industry was experiencing material injury and threat of material injury because of the dumped imports from Tanzania.
Consequently, the Commission has requested the Commissioner of the South African Revenue Service (SARS) to impose provisional duties on imports from Tanzania classifiable under tariff subheadings 7005.29.17, 7005.29.23, 7005.29.25 and 7005.29.35. These provisional measures were implemented by SARS on 23 January 2026.
ITAC is now inviting public comments on its preliminary findings. Interested parties can submit written comments no later than 14 days from the release of the preliminary report.
